"What Is a Pennsylvania Constable?"
 
 
A Pennsylvania Constable is a Peace Officers who after mandated training and certifications, is authorized to make arrest for certain crimes and breaches of the peace, anywhere within the boundaries of the Commonwealth of Pennsylvania.
 
Constables are Public Officials, elected (or appointed) to their positions in accordance with the laws of elections.  Each Municipality in Pennsylvania has one or a number of Constables  allotted. 
 
To be considered "certified," a Constable is mandated to successfully complete  80 hours of training before they are "certified" to serve the District Court  System and are mandated to attend a minimum of 20 hours of continuing education training in civil and criminal laws per year.
 
Constables who carry  firearms while on duty are also required to attend extensive additional training to become  "firearm certified." These certifications must be updated annually at various Pennsylvania Commission on Crimes, and Delinquency (PCCD) approved Criminal Justice Institutions.
 
 
"What Does a Constables Do?"
 
Constables serve the District Court System by serving Criminal & Civil Process, Landlord/Tenant complaints (evictions),
Protection From Abuse Orders  (PFAs) and Warrants of Arrest.
 
Constables are also required to work at polling places during each election, where they are charged with keeping the peace at the polls, and ensuring that every registered voter is allowed the opportunity to place his or her vote safely.
 
   
"How Do Constables Get Paid?"
 
Constables also perform various other services for  Magisterial District Judges such as Prisoner Transports and Courtroom Security.  Constables are paid through the District Courts for services performed for the Court.  Fees are stipulated by State Law in The Constables Fee Bill (Act 44-as Amended 2006).  This law ensures billing for services rendered is fair and equitable statewide.  Act 44 breaks down to an exact detail what a Constable may bill for and how much may be charged.   These fees are paid by the Plaintiff in Civil Cases and the Defendant in Criminal Cases, making a State Constable the most cost effective official to the taxpayer, as tax revenue is seldom, if ever, used for Constable Fees. 
 
Constables also perform various other services for Attorneys, individuals and can work for municipalities.  Fees are set in advance for the service performed.

Constables are available to the public 24 hours a day, 7 days a week.   Often Constables are contacted by Attorneys or individuals for private service of subpoenas, armed escort service, security issues, Landlord /Tenant cases, PFA service, and personal property retrievals in domestic cases.
 
Again, even in these situations, the Constable's fee does not burden the taxpayer, for the recipient of the service is solely responsible to pay.
